Submission on Queensland's private protected areas

September 10, 2025

There is a substantial unrealised potential for private protected areas to contribute to the Queensland's target of protecting 17% of its land for biodiversity,

ALCA welcomes the Queensland Government's leadership in recognising the opportunity to reinvigorate private protected areas and remove the barriers that are deterring more landholders from contributing their own time and funds to protect, manage and restore Queensland's socially, environmentally, and economically valuable biodiversty.

Our five key recommendations are to:

  • Progress the land tax exemption for conservation covenants
  • Utilise leveraged funding models to deliver scale
  • Restart landholder grants to maintain the network
  • Continue to use the 'CAR' (comprehensive, adequate, representative) principles to prioritise expansion
  • Provide a targeted expansion in Departmental resourcing for timely processing of new private protected areas, and to provide additional landholder support
