'Net gain' must be defined and reflected in the Restoration Contributions Calculator if the Commonwealth’s offsetting system is intended to deliver real improvements to the condition of Australia’s biodiversity.
ALCA's key recommendation is that net gain must be defined in the EPBC regulations – and reflected in the Restoration Contributions Calculator – and defined as an absolute net gain if the Commonwealth’s offsetting system is intended to deliver real improvements to the condition of Australia’s biodiversity. Getting net gain right must be the highest priority for the design of the new Federal offsetting system and should not be left to case-by-case Ministerial discretion.
