ALCA supports the compelling need for reform to the Environment Protection and Biodiversity Conservation Act 1999, and recommends provisions that strengthen protections for biodiversity on private and non-government managed land. ALCA's submission recommends that the Nature Positive Bills establish clear obligations for environmental impact avoidance, strengthen the role of conservation covenants in offsetting frameworks, and create meaningful incentives for voluntary private land conservation.
