ALCA supports the passage of the Bill, but we see opportunities for improvement.
ALCA's key recommendations are:
~ to retain the proposed change to Government procurement in the ACCU Scheme from lowest cost abatement to value for money, but strengthened to require all such procurement to deliver social, cultural and/or environmental benefits; and
~ that the carbon market should adopt the Regulator’s ‘participation function’ from the Nature Repair Market.
